The Hon’ble Finance Minister had in his Budget speech proposed to set up Help Centres for small taxpayers in co-operation with Industry Associations, Professional Bodies and NGOs. Accordingly it has been suggested by the Central Board of Excise & Customs (CBEC) to constitute help centres consisting of 6 to 8 members drawn from Chamber of Commerce, SSI Association, Industry specific Association of the area, local chapter of ICAI/ICWA, an NGO concerned with Central Excise, Customs and Service Tax matters, etc. The Additional/Joint Commissioner of the respective Central Excise Commissionerate will co-ordinate the functioning of the Help Centre. It has also been suggested by the Board that such centres should not run from the Central Excise & Customs Offices but should function from the premises of Chambers of Commerce/Trade Association for the convenience of the Trade.
2. Accordingly to begin with two help centres are proposed to be set up in Chennai city, one for Chennai I and II Central Excise Commissionerates and the other for Chennai III, IV and Service Tax Commissionerates, taking into consideration that all the five Commissionerates have their headquarters in the City.
3. Objective of Help Centres:
(a) The objective of the Help Centres is primarily to provide an institutional mechanism for guiding and educating the Trade and Industry in all matters relating to Central Excise, Customs and Service Tax. The Centre shall make the assessees aware of their rights & obligations and the advantage of tax compliance and also the consequences of non-compliance. The centre shall also guide specially in issues relating to small scale sector. (b) The proposed help centres shall also guide the trading public in customs matters such as, Baggage rules relating to foreign travel, EDI procedures, Drawback and refunds, classification matters, etc.

6. Office Hours:
The Help Centres, to begin with shall be manned by a Superintendent Central Excise, Appraising Officer of Customs, Superintendent of Customs and Inspector of Central Excise on a daily basis between 1400 and 1700 hrs (Monday through Friday except Government Holidays). The members of the Help Centre shall meet the Trade on 10th and 20th of every month between 1400 and 1700 hrs. at the location of the respective help centers If these dates fall on a holiday, the meetings will take place on the following working day.
7. The two help Centres shall start functioning with effect from 1.7.2005 at the premises indicated in para 4 above..
